<p>CONCORD, N.H. – New Hampshire State Congress has passed two sports betting bills so far and the state is currently on the path to legalizing sports betting.</p>
<p class="green-bg">Where The Bills Are Right Now</p>
<p>As <a href="https://www.legalsportsbetting.com/news/new-hampshire-sports-betting-bill-passes-state-house/" target="_blank" rel="nofollow noopener">reported</a> in the past, New Hampshire State House passed <a href="http://gencourt.state.nh.us/bill_status/bill_status.aspx?lsr=0211&amp;sy=2019&amp;txtsessionyear=2019&amp;txtbillnumber=hb480&amp;sortoption=&amp;q=1" target="_blank" rel="nofollow noopener">NH HB 480</a> with a 269-82 vote. This bill aims to legalize sports betting by allowing Vegas-style casinos to open within the state. The legislation is now heading to the State Senate for consideration.</p>
<p><a href="http://gencourt.state.nh.us/bill_status/bill_status.aspx?lsr=865&amp;sy=2019&amp;sortoption=&amp;txtsessionyear=2019&amp;txtbillnumber=SB310" target="_blank" rel="nofollow noopener">NH SB 310</a> is another sport betting bill that is being considered by Congress. The bill passed 13-11 in the Senate and is now heading to the Ways and Means Committee in the House. Both of these bills have advanced pretty far and they are no longer in their original Chamber of Congress.</p>
<p class="green-bg">The Difference Between The Two Bills</p>
<p>One of the main differences between the two bills is what they are focusing on. NH HB 480 is a sports betting first and foremost. It lays out that that there will be retail and mobile sportsbooks that will be run by the New Hampshire Lottery Commission. The language in NH HB 480 focuses on the legalization and regulation of sports betting, including creating a council for responsible gaming.</p>
<p>On the other hand, NH SB 310 is listed as a casino bill. What this bill would do is it would allow for the licensing and operation of two Vegas-style casinos in New Hampshire. This includes allowing for sportsbooks to open in these two casinos and creating an online portal for sports betting. This bill would also establish a gaming regulatory fund, a gambling addiction prevention fund, and adds a gaming division enforcement division of the state police.</p>
<p class="green-bg">Concerns Over Casinos</p>
<p>Most people in New Hampshire is in favor of legalizing sports betting in the state. Governor Chris Sununu has said in the past that he is all in for sports betting. If either one of these bills makes it all the way to his desk, he is most likely going to sign off on it. But, lawmakers are not happy with language that includes getting casinos involved.</p>
<p>NH SB 310 main sponsor Senator Lou D’Allesandro has been trying to bring in casinos to New Hampshire for over a decade. He is hoping that sports betting could give his bill the momentum it needs to pass.</p>
<p>New Hampshire currently does not have any Vegas-style casinos in the state. There are some exceptions that allow for gaming to happen, but you are not going to find a fully stocked casino here. There are some lawmakers and concerned citizens that want to keep it that way. House Ways and Means Committee Chairman Susan Almy shares that view.</p>
<p>“It looks very clear that we are not going to be putting a casino in New Hampshire. None of the casino companies want it and the House, in general, has been opposed to expanding to casinos with slot machines,” said Almy.</p>
<p>There has also been a complete lack of support from the casino industry. Normally, lobbyist would show up to support a bill that they were interested in. Due to the fact that New Jersey and other states in the New England area is filled with casinos, no one came to the committee meeting to support the bill.</p>
<p>It seems like the tide is turning against NH SB 310. New Hampshire’s Congress in the past has rejected casino expansions multiple times. But the Sununu has included sports betting language to his 2020-21 budget proposal and lawmakers seem excited about the prospect of sports betting.</p>
<p>It seems like the likely <a title="New Hampshire Online Sports Betting" href="https://www.sportsbettinginnewhampshire.com/" target="_self">New Hampshire sports betting</a> bill that will pass will be NH HB 480. The legislative session in New Hampshire is not expected to end until late June, so there is still plenty of time to see what ends up happening in the state.</p>

<p class="green-bg">New Wire Act Interpretation Spells Trouble For New Hampshire</p>
<p>The DOJ has changed the interpretation of the Wire Act back in January earlier this year. Before, the DOJ said that the Wire Act does not allow for sports betting across state lines. Now it has been interpreted that the Wire Act includes all forms of gambling.</p>
<p>That means that online poker and lottery tickets sales across state lines are now under the scrutiny of the federal law. This has caused a great number of concerns to rise up in New Hampshire.</p>
<p>The New Hampshire Lottery Commission said that this will actually criminalize their employees because they are selling lottery tickets outside of the state. Many jobs could be lost over this new ruling. Not only that, but this will cost the state a lot of money. The Lottery Commission said that the state will lose over $90 million a year because of this.</p>
<p>This has led the New Hampshire Lottery Commission to sue the DOJ to protect their employees and future profits. The lottery wants to make sure they won’t have to completely shut down thanks to the Wire Act.</p>
<p class="green-bg">Possibility To Remove Wire Act</p>
<p>Another factor that made New Hampshire sue the DOJ is that the state is gearing up to legalize sports betting. The sports betting bill <a href="http://gencourt.state.nh.us/bill_status/bill_status.aspx?lsr=865&amp;sy=2019&amp;sortoption=&amp;txtsessionyear=2019&amp;txtbillnumber=SB310" target="_blank" rel="nofollow noopener">NH SB 310</a> is being considered to legalize sports betting in the state. This bill would allow the state lottery to regulate sports betting in New Hampshire.</p>
<p>This lawsuit has very similar connotations that the New Jersey sports betting case had. New Jersey fought against the sports leagues over the Professional and Amateur Sports Protection Act (PASPA) and it was eventually ruled that PASPA was unconstitutional which led it to be overturned.</p>
<p>New Hampshire is likely hoping for a similar result. Removing the Wire Act could allow for sports betting to spread all over the country even faster than removing PASPA did. Michigan, New Jersey, and other states have filed behind New Hampshire in support of their lawsuit.</p>
<p>It is unclear what is going to happen to <a title="New Hampshire Online Sports Betting" href="https://www.sportsbettinginnewhampshire.com/" target="_self">New Hampshire sports betting</a> with this lawsuit. There are a lot of different scenarios that could happen. One is the new interpretation is upheld and New Hampshire tries to move to the Supreme Court. There is also the chance that the interpretation is struck down but the Wire Act is kept. The best scenario for sports betting is the complete overturning of the Wire Act.</p>

<p>CONCORD, N.H - New Hampshire houses sports teams with winning cultures and records. Teams like the New England Patriots and Boston Celtics. Teams that, if they keep winning, could damage the state’s sportsbook revenue when sports gambling becomes legal.</p>
<p><a href="http://gencourt.state.nh.us/bill_Status/billText.aspx?sy=2019&amp;id=217&amp;txtFormat=html" target="_blank" rel="nofollow noopener">HB 480</a> is a bill that would legalize sports betting in the State of New Hampshire. The bill would establish a system within the lottery commission for sports betting. The bill passed the New Hampshire House with a 269-82 vote.</p>
<p>The Boston Celtics are a team that, while they’ve had their down moments, possess great talent and skill on the basketball court. This led them to a championship with Kevin Garnett. The Patriots led by their elite quarterback Tom Brady have won six NFL Super Bowls. While these are great accolades, for local bookies the state's revenue, in general, could mean very little gambling revenue for the state.</p>
<p>For elite teams that win the big dance consistently there is not much upside in terms of gambling. A large portion of high gambling winnings come from the underdogs, which NH does not have much of in the sports gambling realm. A few of those who study gambling around the U.S also have their takes on the winning teams.</p>
<p>“This is one of the issues that legal sports betting has. Any time a New England team goes deep in the playoffs, your state revenue can get hit pretty badly,” said David Schwartz, an associate vice provost at the University of Nevada Las Vegas. He previously served as the director of the school’s Center for Gaming Research.</p>
<p>For teams like the Patriots who may show signs of struggle at certain points of the season but continue to come together as a team and rise to the occasion in the playoffs, this could be disastrous for local bookies looking to make revenue. Schwartz mentioned another option people have used in the past to combat this.</p>
<p>“Going back a long way, this is why they have something called layoff betting, where if you’re a bookie and you get a lot of action on one team you would call a bookie in another state and make a bet to offset that,” said Schwartz, also adding that this practice is usually illegal and not an option for licensed bookmakers.</p>
<p>If New England teams keep winning in the manner they have the past couple of years, then it may be tough sledding for local bookies in the area. Gamblers looking to make some change on a Patriots upset in the first round of the playoffs may have to get lucky unless they’re facing another team with the skill to beat them early.</p>
<p>While there are may be circumstances surrounding sports betting in New Hampshire when it is made legal, the state is still projected to make some revenue with sports gambling this year. HB 480 is set to generate between $1.5 million and $7.5 million in its first year of operation. This may not be a large sum compared to other legal sports gambling states in the country, but it would still benefit the state in some way.</p>

<p><img loading="lazy" decoding="async" class="fltrt alignright" src="https://www.sportsbettinginnewhampshire.com/images/capitol.jpg" alt="New Hampshire Sports Betting Courts Passage As Virtuous Trendsetter" width="170" height="247" />CONCORD, N.H. – Every state that has been considering sports betting legalization has taken a slightly different tack to get its measure(s) passed. New Hampshire legislators hope “education” and “mental health” initiatives will be enough to get legal sports wagering passed into law.</p>
<p>These talking points have led to the House passage of <a href="http://gencourt.state.nh.us/bill_status/bill_status.aspx?lsr=0211&amp;sy=2019&amp;txtsessionyear=2019&amp;txtbillnumber=hb480&amp;sortoption=&amp;q=1" rel="nofollow noopener">HB 480</a> by a vote of 269-82. The bill now moves on to the State Senate.</p>
<p class="green-bg">Money For Education?</p>
<p>Education initiatives are typically hyped hard when it comes to legislation concerning various “vices” and their legalization prospects. State-run lotteries, like the New Hampshire Lottery (which would oversee the new sports betting industry), often advertise their education-focused revenue models.</p>
<p>In New Hampshire, roughly 25 percent of every dollar spent on the state lottery’s products goes towards education. Since 1964, the lottery has contributed over $2 billion to New Hampshire schools.</p>
<p>That sounds like a lot, but according to Executive Councilor Andru Volinsky (a member of the five-seat Executive Council that oversees the executive branch of the state government), it’s really not.</p>
<p>“The lottery is a sham. It’s not nothing, 2.5 percent, but the commercials will lead you to believe all of our education expenses are taken care of by the lottery. That is deliberately intended to deceive the public.”</p>
<p>By the numbers, New Hampshire allots roughly $2.6 billion in its annual budget for education. The lottery set an all-time revenue record last year, but this accounted for just $86.5 million in offsets for education expenses. This amounts to 3.3 percent, which is higher than Volinsky’s estimate but still far too low to account for much practical support.</p>
<p>Given that sports betting is predicted to garner just $7.5 million for education by 2021, it is clear that the numbers do not align with the specific “education” ideals promoted by pro-betting advocates.</p>
<p class="green-bg">Mental Health Concerns</p>
<p>According to the <a href="https://www.vnews.com/Sports-betting-new-hampshire-24392089" rel="nofollow noopener">Concord Monitor</a>, one of the main oppositional platforms of the proposal is that “legalization will increase the likelihood of more Granite Staters becoming addicted to gambling and add to the workload faced by mental health workers.”</p>
<p>In response to this, those pushing to legalize sports betting in New Hampshire have similarly focused on the “mental health” angle. Attorney and sports betting expert Daniel Wallach calls the state a “pacesetter” for the industry regarding problem gambling assistance.</p>
<p>“Not that many other states mandate a percentage of tax revenues to go to help problem gamblers," said Wallach. "I don’t believe some states have done nearly enough to ensure that proceeds – cash money – be directed into programs under state law.”</p>
<p>Per <a href="https://www.seacoastonline.com/news/20190323/sports-gambling-may-be-coming-to-nh" rel="nofollow noopener">SeacoastOnline</a>, Rep. Richard Ames (D-Jaffrey) follows Wallach’s lead.</p>
<p>“Too many people participating now in legal and illegal gambling activities have been badly hurt by it. Establishing this new [program] means that we are at last going to get serious about this destructive addiction.”</p>
<p>That seriousness, like the purported educational boost, is similarly burdened with actual financial reality. Though it’s true that HB 480 sets aside 10 percent of revenue for gambling addiction services, that doesn’t amount to much in the face of what is characterized by lawmakers as an “epidemic.”</p>
<p>Given that legalized sports betting via the New Hampshire Lottery is projected to generate $7.5 million per year by 2021, 10 percent of this total (which is the total sports wagering revenue, as all such revenue – minus this earmark – is due to go towards education) works out to just $750,000.</p>
<p>Again, that’s not nothing, but it’s not remotely enough to offset the concerns of the “mental health” crowd. Provided, of course, that those concerns are legitimate.</p>
<p>Perhaps it would be enough of an argument to legalize sports wagering on the grounds that the activity is in high demand, that New Hampshire residents already wager via black- and gray-market avenues, and that those living in the state have agency to do as they please in a non-violent manner.</p>
<p>Still, at the end of the day, the specific arguments for or against <a title="New Hampshire Online Sports Betting" href="https://www.sportsbettinginnewhampshire.com/" target="_self">New Hampshire sports betting</a> probably don’t matter much. There’s no compelling reason for the state government to continue criminalizing the popular pastime, and even a small haul of revenue is better for the state than no haul at all. If the state can find a way to make it work economically on their side, all the better for everyone involved.</p>
